That\u2019s the conclusion of a new report by the <a href=\"https:\/\/www.aubg.edu\/center-for-information-democracy-and-citizenship-cidc\/?region=bulgaria\" target=\"_blank\" rel=\"noreferrer noopener\">CIDC<\/a>&#8211;<a href=\"https:\/\/sensika.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sensika<\/a> Disinformation Observatory, the first instalment of its <em>Strategic Information Threats Reports<\/em> series.<\/p>\n\n\n\n<p>Pravda is a network of over 190 websites in dozens of languages, which works as aggregation hub and amplifier of Russian disinformation. Despite drawing much of its content from bots and aggregators, the <em>Pravda<\/em> network carefully tailors messaging to its targets with surgical precision\u2014and an unmistakably manipulative intent.<\/p>\n\n\n\n<p>In the future reports of the series the Observatory will go deeper into:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The mechanisms of reflexive control used by <em>Pravda <\/em>to manipulate audiences in Bulgaria and the differences with narratives crafted for English-speaking readers;<\/li>\n\n\n\n<li><em>Pravda<\/em>\u2019s role in orchestrating anti-NATO and anti-EU protests and referendums;<\/li>\n\n\n\n<li>The broader Kremlin-aligned disinformation ecosystem in which <em>Pravda<\/em> is embedded.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Target Acquired: Moldova, the Baltics, and the Balkans<\/strong><\/h2>\n\n\n\n<p>Over half (52%) of <em>Pravda<\/em>\u2019s content is aimed at the former Soviet republics and Balkan states\u2014despite their population being much smaller fraction of the total audience covered by the network.<\/p>\n\n\n\n<p>The most intensively targeted country is Moldova, with a publication-per-capita rate <strong>56 times higher<\/strong> than that of Western Europe. It is followed by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Latvia (47x)<\/li>\n\n\n\n<li>Estonia (36x)<\/li>\n\n\n\n<li>Serbia (31x)<\/li>\n\n\n\n<li>Armenia (27x)<\/li>\n\n\n\n<li>Lithuania (23x)<\/li>\n\n\n\n<li>Georgia (22x)<\/li>\n\n\n\n<li>Slovakia (14x)<\/li>\n\n\n\n<li>Bulgaria (12x)<\/li>\n\n\n\n<li>Czech Republic (10x)<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/22520273\/embed#?secret=fw6MPRh7yZ\" data-secret=\"fw6MPRh7yZ\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>\u201cThe extreme concentration of publications per capita\u2014reaching levels more than 50 times higher than in Western democracies\u2014indicates a sophisticated, resource-intensive effort to shape information environments in specific regions of geopolitical interest,\u201d the Disinformation Observatory report notes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A Marked Zone of Influence<\/strong><\/h2>\n\n\n\n<p>The map of <em>Pravda<\/em>\u2019s output lines up almost exactly with Russia\u2019s pre-war ultimatum to NATO: a demand that the alliance withdraw military forces and hardware from countries that joined after 1997\u2014 including the Czech Republic (1999), Bulgaria (2004), Estonia, Latvia, Lithuania, and Slovakia (all 2004), among others.<\/p>\n\n\n\n<p>Former Soviet republics (Moldova, Latvia, Estonia, Armenia, Lithuania, Georgia, Ukraine) receive <strong>35.8%<\/strong> of <em>Pravda<\/em>\u2019s total content\u2014despite accounting for just <strong>5.8%<\/strong> of the covered population.<\/p>\n\n\n\n<p><strong>Moldova, the most bombarded country by narrative volume, is under what French President Emmanuel Macron described on March 10 as \u201cincreasingly overt Russian attempts at destabilization.\u201d<\/strong><\/p>\n\n\n\n<p>Meanwhile, the Balkan countries (Serbia, Bulgaria, Slovenia, Albania, North Macedonia, Croatia, Greece) receive <strong>16.2%<\/strong> of content, compared to their modest <strong>3.2%<\/strong> population share.<\/p>\n\n\n\n<p>By contrast, Western Europe (Denmark, Portugal, Spain, France, Norway, Cyprus, the Netherlands, Germany, Italy, Sweden, Belgium, Great Britain, Switzerland, Ireland) receives only <strong>21.3%<\/strong> of content despite comprising <strong>43.7%<\/strong> of the population in scope. The mission is clear: divide and conquer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Is <em>Pravda<\/em>?<\/strong><\/h2>\n\n\n\n<p>The <em>Pravda Network<\/em> emerged from the ashes of the Russian state media empire\u2014<strong>Russia Today<\/strong> and <strong>Sputnik<\/strong>\u2014after they were sanctioned and banned across the EU in 2022 following the invasion of Ukraine. In the vacuum, <em>Pravda News<\/em> surged forward. According to an investigation by DFRLab, the Pravda operation is tied to <strong>TigerWeb<\/strong>, a Crimea-based IT company with links to Russian occupation authorities and Putin\u2019s inner circle.<br><a href=\"https:\/\/dfrlab.org\/2025\/02\/24\/russia-pravda-network-expands-worldwide\/\" target=\"_blank\" rel=\"noreferrer noopener\">DFRLab Investigation \u2192<\/a><\/p>\n\n\n\n<p>By early 2025, <em>Pravda<\/em> had metastasized into a global disinformation ecosystem of some <strong>190 sites<\/strong>, with over <strong>140 subdomains<\/strong> targeting <strong>83 countries<\/strong>. It scrapes content from Russian websites and Telegram channels, re-publishing it in dozens of languages\u2014including minority tongues like Catalan, Basque, and Maori.<\/p>\n\n\n\n<p>Some subdomains are dedicated to major political institutions (NATO, the EU) or even Western leaders. A large subset targets specific regions in Ukraine.<\/p>\n\n\n\n<p>\u201cIn order to reach a wide audience, this network uses several techniques such as the careful selection of pro-Russian propaganda sources according to the targeted locality, massive automation in the distribution of content, or search engines optimization,\u201d states a 2023 French government report (<em>Operation KOMBAT<\/em>) by VIGINUM, the French digital threat monitoring agency.<br><a href=\"https:\/\/www.sgdsn.gouv.fr\/files\/files\/20240212_NP_SGDSN_VIGINUM_PORTAL-KOMBAT-NETWORK_ENG_VF.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Operation KOMBAT Report \u2192<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Analysis: Precision Warfare in the Information Sphere<\/strong><\/h2>\n\n\n\n<p>The Disinformation Observatory team analyzed 643,601 articles across 45 countries between December 2024 and March 2025. By calculating the ratio of content volume to national populations, we identified disproportionate targeting patterns.<\/p>\n\n\n\n<p>The conclusion? A <strong>highly effective, data-driven strategy of influence<\/strong>.<\/p>\n\n\n\n<p>\u201cConcentrated. Optimized. Politically targeted,\u201d the authors write. <em>Pravda<\/em>\u2019s operations are designed not just to sow domestic discontent\u2014but to send geopolitical signals. The Kremlin is flexing both capacity and intent toward NATO\u2019s eastern flank and the EU\u2019s outer edges.<\/p>\n\n\n\n<p>At its core, <em>Pravda<\/em>\u2019s disinformation seeks to undermine the region\u2019s Euro-Atlantic orientation by deepening internal divisions and stoking distrust in democratic institutions.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Recommendations<\/strong><\/h3>\n\n\n\n<p>While <em>Pravda<\/em> expands, one key counterweight is vanishing. The United States recently <strong>cut funding<\/strong> to <strong>Radio Free Europe\/Radio Liberty<\/strong>\u2014long one of the region\u2019s most credible voices against Russian propaganda.<\/p>\n\n\n\n<p>\u201cThis is a strategic error,\u201d the report warns, \u201cleaving a vacuum already being filled by <em>Pravda<\/em>.\u201d<\/p>\n\n\n\n<p>The report recommends:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Establishing a <strong>pan-European strategic communications structure<\/strong>;<\/li>\n\n\n\n<li>Investing in <strong>monitoring and analysis<\/strong> of the information environment;<\/li>\n\n\n\n<li>Creating <strong>diplomatic mechanisms<\/strong> to respond to coordinated disinformation campaigns.<\/li>\n<\/ul>\n\n\n\n<p>The patterns observed indicate an advanced understanding of information environment dynamics and strategic vulnerabilities across the European theater. The concentration in specific geographic regions suggests a coordinated approach to shaping regional narratives and potentially exploiting existing tensions. The <a href=\"https:\/\/disinfobs.com\/index.php\/2025\/04\/10\/the-pravda-ecosystem-an-analysis-of-the-kremlins-regional-disinformation-strategy\/\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> underlines the need for a regionally calibrated, strategically focused response that matches the sophistication and intensity of the observed campaign.
